How come no fighting games on the dreamcast had on line play

I don't think any 1 on 1 fighters on the dreamcast like soul calibur , fighting vipers 2, virtua fighter tb , king of fighters dream match 99 had on line play (correct me if i'm wrong). This is surprising to me as the pc version of last bronx from 1998 had on line play .

Do you guys that a fighting game with on line play back in the day would have been good or would have worked fine over 33.6kb and 56kb modems ?

soul calibur on line or marvel vs capcom would have been awesome
